I'd guess  Dec of 1942,  Uncle Wayne (Power) was in School.... He was born 1924...so he would have been a senior. I looked up the BF Goodrich ad from the back and it was dated 1942. Another story on the back ( cut in half )was signed by columnist Jerry Shaw.
